Settl vs Portable Tenant: Which Tenant Screening Is More Fraud-Resistant?

Settl Editorial·Published March 15, 2026·Updated July 4, 2026·7 min read

The short answer

Settl vs Portable Tenant: full comparison of pricing, features, fraud resistance, and legal compliance. Settl includes credit (VantageScore 4.0), criminal, eviction, plus bank-direct income and payroll — all in one $99 report.

Two renter-owned screening profiles. Very different verification methods.

Both Settl Verified Passport and Portable Tenant solve the same surface problem: renters pay once for a portable screening profile they can share with multiple landlords, instead of paying $25–$40 per application.

But the way they verify your financial situation is fundamentally different — and that difference determines how much a landlord can actually trust the report.

What Portable Tenant includes

Portable Tenant (portabletenant.com) offers three tiers priced at $56, $59, and $89:

  • Credit report via Experian/VantageScore 3.0
  • Criminal background check (nationwide database)
  • Eviction history (housing court records)
  • Income verification (document upload)
  • Government ID upload

The Silver tier ($56) limits you to 2 shares and 30 days. Gold ($59) is unlimited shares, same 30-day window. Platinum ($89) extends to 60 days and adds an "approval guarantee certificate."

It is a clean, well-designed product. It is FCRA-compliant and legally accepted in Colorado and Illinois under Portable Tenant Screening Report laws.

What Settl Verified Passport includes

Settl Verified Passport ($99, single tier) includes:

  • Biometric identity + liveness check — government ID matched to your face in real time
  • Bank-verified income via Plaid — connected directly to your bank account, not a document
  • Verified rent ceiling — you choose what income range to show landlords
  • Rent payment history — 12 months of actual bank transactions showing payments to landlords
  • Cash reserves — shown as a month band (e.g. "3–5 months"), not an exact balance
  • Employment + payroll verification via Argyle — employer name, tenure, and
  • Landlord references — verified ratings from past landlords, directly through the Settl platform
  • Household Reports — combine co-applicants into one shared report
  • VantageScore 4.0 credit report via TransUnion — soft pull, zero impact to your score
  • Criminal background check — national + county courts via CIC
  • Eviction history — 7-year FCRA lookback via CIC

Unlike Portable Tenant's Experian/VantageScore 3.0 credit-only approach, Settl includes the full PTSR stack: credit (VantageScore 4.0 via TransUnion), criminal background (national + county via CIC), and eviction history — in addition to the bank-direct income and payroll layers Portable Tenant doesn't have.

Settl Verified Passport is PTSR-compliant under Colorado's HB25-1236. Colorado landlords are legally required to accept it in lieu of running their own screening — a significant advantage when competing for units in Denver, Boulder, and Fort Collins.

The fake pay stub problem

This is the core issue with document-based income verification — and it directly affects Portable Tenant.

Portable Tenant accepts income documents uploaded by the renter: pay stubs, tax returns, employment letters. These documents are submitted by the applicant and reviewed by the platform.

According to the National Multifamily Housing Council's 2024 survey, 84% of landlords regularly encounter fake or falsified pay stubs and income documentation. Fraudulent documents are available online for under $20 and are routinely made to look precise and authentic.

Portable Tenant has no mechanism to independently verify that the uploaded pay stub matches the applicant's real bank account. The document could be real or fabricated — the platform cannot confirm which.

Settl eliminates this problem structurally. There is no document. Income is read directly from the applicant's bank account via Plaid — the same regulated data connection used by major financial institutions. The number comes from the bank's own records. There is no pay stub to forge.

Criminal and eviction checks: compliance, not avoidance

Settl also runs criminal background checks and eviction history — the same categories Portable Tenant covers. The difference is in how they're handled.

Settl's checks are built with FCRA compliance as a first principle:

Criminal background via CIC (national + county courts) applies state-specific lookback periods, strips arrests without conviction, and delivers a pass/flag summary to landlords — not raw offense data. Individualized assessment notices are issued before any adverse action. Landlords who accept Settl Verified Passports are protected by that process.

Eviction history via CIC uses a 7-year FCRA lookback. Dismissed cases and pandemic-era filings are filtered where required by law. The record is presented in context, not as a raw database dump.

Portable Tenant's document-based approach to income doesn't carry these same legal safeguards on the background check side. Running criminal and eviction checks without proper FCRA guardrails — written authorization, adverse action notices, dispute processes — exposes landlords to statutory damages of $100–$1,000 per FCRA violation.

Settl includes the full PTSR stack: credit via TransUnion VantageScore 4.0 (soft pull, no score impact), criminal background via CIC (national + county courts), and eviction history via CIC (7-year FCRA lookback) — plus bank-direct income verification and payroll data. Landlords get more data with less legal exposure.

Landlord references: what Portable Tenant doesn't show

Portable Tenant shows credit, criminal history, and document-based income. It does not include landlord reference ratings.

Settl Verified Passport includes verified landlord reference ratings — past landlords rate tenants directly through the platform. This creates a portable, verified track record of how you treated your last home. It's a signal that no credit bureau, background check, or document scanner can replicate.

Cash reserves — what Portable Tenant doesn't show

Portable Tenant shows income and credit. It does not show savings.

This is a significant gap. A tenant with 3–5 months of cash reserves has a financial buffer between them and any crisis — job loss, medical emergency, slow month. That buffer is what keeps tenancies stable. A tenant living paycheck to paycheck has no cushion; any disruption becomes a missed rent payment.

Settl Verified Passport shows cash reserves as a month band (e.g. "3–5 months of reserves") — enough for landlords to understand the stability picture without seeing an exact balance.

Which is better for landlords?

It depends on what the landlord is trying to predict.

If the landlord wants backward-looking records — credit history, criminal history, eviction filings — Portable Tenant provides them.

If the landlord wants to predict whether rent will be paid next month, Settl Verified Passport provides more relevant signals: current bank-verified income, actual cash on hand, 12 months of proven payment behavior, and verified landlord reference ratings. These are forward-looking indicators tied directly to rent payment. And they cannot be fabricated.

Given that 84% of landlords regularly encounter fake income documents, a bank-direct verification that eliminates the document entirely is a meaningful fraud prevention upgrade.

Which is better for tenants?

If you have a strong credit score and clean criminal/eviction record, Portable Tenant lets you lead with that.

If your story is better told through your bank account — consistent income, savings, a track record of paying rent, and positive landlord references — Settl Verified Passport shows that clearly in a format landlords trust.

Settl Verified Passport is also the better choice if:

  • You are in a city where criminal background check bans apply (your landlord may not be able to legally act on that data anyway)
  • You are applying with roommates (Household Report)
  • You want your savings to count as a qualification factor
  • You want verified landlord reference ratings as part of your profile
  • You want the most fraud-resistant profile possible
  • You are in Colorado — landlords must accept Settl Verified Passport under HB25-1236

The bottom line

Portable Tenant and Settl Verified Passport are both renter-owned portable profiles. The difference is what they verify and how.

Portable Tenant: credit score + criminal + eviction. Document-based income. Backward-looking.

Settl Verified Passport ($99): bank-direct income + cash reserves + rent payment history + biometric identity + employment + landlord references + VantageScore 4.0 credit + criminal background + eviction history. No document required. Forward-looking. PTSR-compliant.

Both have a role. But for landlords who have learned that 73% of fraud is caught after move-in, a verification that cannot be beaten by a $20 fake pay stub is meaningfully different.
